Congressional District Analysis
Home Energy Affordability Gap data is compiled for individual congressional districts. The aggregations are based on the congressional districts drawn during the reapportionment process which followed the 2000 Census. Documents are customized to include the name of the representative currently holding each congressional seat.

Summary Data Table

The Summary Data Table displays Home Energy Affordability Gap information for each congressional district and each representative. State-level totals are provided. Affordability gap information is presented for all households with income less than 185% of the Federal Poverty Level and for each of the following individual segments of the low-income population:

  • Less than 50% of the household Federal Poverty Level
  • 50%-74% FPL
  • 75%-99% FPL
  • 100%-124% FPL
  • 125%-149% FPL
  • 150%-185% FPL

The following data is provided for each congressional district and each segment of the low-income population:

  • The annual household Affordabilty Gap in dollars.
  • The number of households in this district and low-income segment.
  • The aggregate annual Home Energy Affordabilty Gap for this district and low-income segment in dollars.
  • The annual household energy burden (household energy bills / household income).  back to top

Home Energy Affordability Gap Fact Sheets

The Home Energy Affordability Gap Fact Sheet is a personalized "executive summary" of data found in the Summary Data Table (described above). A Fact Sheet is generated for each congressional district and each representative. Each Fact Sheet presents selected data for the individual district in a fashion designed to emphasize the Affordability Gap message.

The following data is provided for each individual legislative district :

  • The aggregate annual Affordabilty Gap in dollars for the district.
  • The aggregate annual Affordabilty Gap in dollars for three of the six low-income segments within the district.
  • The annual Affordabilty Gap in dollars per household for three of the six low-income segments within the district.
  • The number of households for three of the six low-income segments within the district.
  • The annual household energy burden (household energy bills / household income) for three of the six low-income segments within the district.  back to top

Personalized Letters/Press Releases

Letters and press releases, personalized for specific congressional districts and representatives, comprise the third component of the Home Energy Affordability Gap Congressional District product.

The basic letter presents a brief but cogent explanation of the Home Energy Affordability Gap calculation and a compelling analysis of the Affordability Gap's impact on a representative's constituency. It concludes with a call to action specified by you, the client for whom the analysis is prepared.

Personalized letters are most often delivered to individual congressional representatives with the district-specific Fact Sheet attached. Often a state-level Fact Sheet is included in the package so that legislators and staff can see the home energy need in their own individual district within the context of the entire state's Affordability Gap.

Letters are not only personalized for specific congressional districts and representatives but also for your organization and for the specific legislative action your organization advocates. Letters are delivered to you in a format that can be printed on your organization's letterhead.

Personalized press releases fulfill the same function as the personalized letters to legislators but are designed to be delivered to media contacts in each congressional district. Press releases have the same flexibility for customization as the letters and are also often bundled with district-specific Fact Sheets.  back to top
