State and County Home Energy Affordability Gap Analyses
Home Energy Affordability Gap data is compiled for individual counties within each. State-level information is then derived by aggregating the county data.

State Home Energy Affordability Gap Fact Sheets

The State Home Energy Affordability Gap Fact Sheet is the flagship product of FSC's Affordability Gap analyses. Each State Fact Sheet presents six findings which highlight trends in that state's Affordability Gap circumstances. Each Fact Sheet also presents a comparative ranking of the state in four important Affordability Gap categories.



Findings are presented on the follow elements of the Home Energy Affordability Gap analysis:

  • The trend in Home energy burdens (household energy bills / household income) broken down by segments of the low-income population;
  • The number of households within each segment of the low-income population;
  • A comparison of the state's aggregate annual Affordabilty Gap in dollars with the state's allocation of LIHEAP dollars;
  • The state's Home Energy Affordability Gap index (comparing the current Afforability Gap with the base year);
  • An analysis of the average low-income home energy bill by end-use; and
  • The trend in prices of the various fuels used for home energy.



The comparative ranking of the state is presented for the following elements of the Home Energy Affordability Gap analysis:

  • The average dollar amount by which the state's actual home energy bills exceeded the affordable home energy bills for households below 185% of the Federal Poverty Level;
  • The percentage of the state's population with incomes below 100% of the Federal Poverty Level;
  • The average total home energy burden for households below 50% of the Federal Poverty Level;
  • The combined heating / cooling Affordabilty Gap covered by Federal home energy assistance.  back to top

County-Level Data Table

The County-Level Data Table displays Home Energy Affordability Gap information for each county within the state. This data is the basis for the State Fact Sheets described above. Affordability Gap information is calculated for all households with income less than 185% of the Federal Poverty Level as well as the following individual segments of the low-income population:

  • Less than 50% of the household Federal Poverty Level
  • 50%-74% FPL
  • 75%-99% FPL
  • 100%-124% FPL
  • 125%-149% FPL
  • 150%-185% FPL

The following data is provided for each county and each segment of the low-income population within the state. State-level totals are also presented:

  • The annual household Affordabilty Gap in dollars.
  • The number of households in this district and low-income segment.
  • The aggregate annual Home Energy Affordabilty Gap for this district and low-income segment in dollars.
  • The annual household energy burden (household energy bills / household income).  back to top
